CSSPR debates ‘UN Resolution 1540, Pakistan’s Strategic Export Controls’

The Centre for Security, Strategy and Policy Research (CSSPR) hosted Lt. Col. (Retd) Zawar Abidi, a former consultant and expert at the UNSCR 1540 Committee to discuss the ‘UN Security Council Resolution 1540 and Pakistan’s Strategic Export Controls’ on April 9, 2018. UNSCR1540 was passed in 2004 and was aimed at ensuring that nuclear weapons were not to fall into the hands of non-state actors. It is/was an extremely important non-proliferation framework. Mr. Abidi was Pakistan’s representative at the UNSCR 1540 Committee since 2012 and returned back to Pakistan in late 2017.

Mr. Abidi provided a comprehensive overview of the objectives of the UNSCR 1540 and discussed Pakistan’s commitments and obligations in implementation of this Resolution. He provided a detailed perspective about Pakistan’s strategic export controls and discussed Pakistan’s compliance and adherence to the UNSCR 1540. The session was technical in some aspects but the narrative and background discussion during the Q & A helped SISS-CSSPR students and faculty members to understand the core issues related to nuclear export controls.
